August 15,2013 C-1981-010/Trapper Mine JLE <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The Baby Doe dragline was down for maintenance. The Queen Anne was actively mining the K-Strike Pit and the <br /> Molly Brown was mining in L-Pit. The truck and loader crew was operating at the time of the inspection. Trapper <br /> was actively backfilling behind the active pits at the time of the inspection. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> As indicated above,this inspection was conducted to evaluate the 424.2 acre bond release block for phase I bond <br /> release. In accordance with Rule 3.03.1 (2)(a),for phase I bond release,up to sixty percent of the applicable bond <br /> amount shall be released when the permittee successfully completes backfilling,re-grading and drainage control in <br /> accordance with the approved reclamation plan. <br /> Each of these parcels are part of a larger watersheds and each drain into an approve sediment control system. <br /> Drainages have been reconstructed within several of the parcels requested for bond release.The Middle Pyeatt <br /> reconstructed drainage is located within bond release parcel A-B-10.A portion of Oak Gulch drainage is located in <br /> parcel A-B-09. The side slopes of these drainages are very steep and have eroded significantly. Check dams have <br /> been installed within these drainages and they appear to have helped slow the erosion of these drainages to some <br /> degree but they do not appear to have stabilized. The Division and Trapper are currently evaluating the drainage <br /> reconstruction and stabilization plan approved in the permit as part of Permit Revision No.7. Given these issues, <br /> these reconstructed drainages are not eligible for phase I bond release at this time. A corridor surrounding these <br /> drainages will be removed from the bond release area for future maintenance and stabilization efforts. <br /> It appears a portion of the East Pyeatt drainage is in the process of being constructed between bond release parcels <br /> F-A-12 and Z-A-12. While this channel is not depicted on the 2012 ARR map,This channel has been excavated <br /> and rock has been staged in the channel for check dam construction. A corridor for this channel will also be <br /> excluded from the phase I bond release area. <br /> Overall each of the bond release parcels blends in with the surrounding topography. Each of these parcels was <br /> observed during this inspection and the majority of them we walked across. Symptoms of failures or instabilities <br /> such as slumping were not observed. Each of these parcels have been seeded and vegetation has established <br /> throughout the 2009 through 2011 parcels. Annual vegetation and some perennial vegetation have begun to <br /> establish on the 2012 parcels. Large rills and gully erosion features were not observed. One minor rill near <br /> elevation sample point B along transect 12 in parcel F-AB-09 was noted. This feature will need to be monitored <br /> and possibly repaired. Large swales and depressions were not observed. <br /> TOPSOIL—Rule 4.06;Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> At various sample points along the elevation transects,the Division dug topsoil depth test holes with a shovel. <br /> The Division excavated the topsoil until a difference of color or material was reached. The depth of the topsoil <br /> was measured using a 25 foot tape measure.
