I,Jared Ebert of the Colorado Division of <br /> Reclamation Mining and Safety(Division)conducted the inspection. Mr.Dan Mackinnon with the Office of <br /> Surface Mining(OSM)accompanied me during the inspection. Mr. Graham Roberts with Trapper Mining <br /> accompanied us during the inspection. The inspection was also conducted in order to evaluate several reclamation <br /> parcels for Phase I bond release in association with the SL14 bond release application. The bond release block is <br /> 424.2 acres in size. The weather during the inspection was clear and warm. <br /> BACKFILL and GRADING—Rule 4.14; Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> As indicated above,the Division evaluated a 424.2 acre bond release block for Phase 1 bond release(SL14). The <br /> Division evaluates the reclamation parcel to determine if the affected areas have been backfilled and graded in <br /> accordance with the approved post mine topography. This bond release block consists of many different <br /> reclamation parcels. The Division evaluated the backfilling and grading work completed on several of these <br /> parcels included in the SL14 bond release application during previous inspections(May 16,2013 and April 24, <br /> 2012). <br /> To evaluate these the bond release block for Phase 1 bond release,the Division compares the approved post <br /> mining topography as depicted on Map M 12 in the permit to the actual on the ground topography after backfilling <br /> and grading has occurred. Two maps submitted by Trapper depict the actual on the ground topography after <br /> backfilling and grading occurred;the SL14 bond release map and the Annual Reclamation Report(ARR)maps in <br /> Appendix W with the permit which is updated every year. The topography of the 2012 ARR map and the SL14 <br /> bond release map appear to be the exact same. During the field inspection,the Division confirms the on-the- <br /> ground topography. <br /> Using ArcMap 10,the Division is able geo-reference the approved PMT Maps;Map M12,the SL14 Bond Release <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 2 of 9 <br />
