energy fuels coal, inc.
southfield mine • post office box 459 • florence, colorado 81226 • (719) 784 -6395
August 23, 2013
Mr. Joseph Jakubowski
152 Newlin Ridge
Florence, CO 81226
RE: RESPONSE TO LETTER OF OBJECTION CONCERNING TR -40, MW -NW MONITOR WELL
Dear Mr. Jakubowski:
►L
The Division of Reclamation Mining & Safety (DRMS) has forwarded to Energy Fuels Coal, Inc
(EFCI), your email dated August 21, 2013, concerning your objection to Technical Revision No. 40 (TR -40)
pertaining to the monitor well MW -NW located at the Southfield mine. It is certainly understandable
that you want to ensure responsible reclamation at the Southfield Mine in accordance with State of
Colorado reclamation requirements.
However, from our perspective, our best guidance comes from the analysis and
recommendations provided by the organizations that specialize in the particular areas of inquiry that
come up from time to time. When the area concerns groundwater and hydrogeology, we use widely
recognized firms that specialize in the area, such as Bishop, Brogden & Associates ( "BBA "). The Division
of Reclamation Mining & Safety staff also provides technical expertise in evaluating the matters which
we also consider in working toward final reclamation.
Extensive information and support data is included in the analysis from the organizations (DRMS
& BBA) work referenced above concerning Technical Revision No. 40 (TR -40). The information is
available for public review on the DRMS Web Site; hard copies can be reviewed at the County Clerk &
Recorders office at 615 Macon Avenue, Canon City, CO 81212; Energy Fuels Coal, Inc., 115 East Main St,
Florence, CO and at the DRMS, 1313 Sherman St., Room 215, Denver, CO 80203.
To briefly summarize, groundwater monitoring pertains to coal mine monitoring criteria and
does not pertain to drinking water standards. Also, the geologic strata at the mine area slopes
downgrade to the northwest, so groundwater movement flows to the northwest which is in the
opposite direction away from your Newlin Ridge location.
I hope this helps clarify your concerns about TR -40 and monitor well MW -NW.
