PERMIT #: M- 1983 -035 <br />INSPECTOR'S INITIALS: BMK <br />INSPECTION DATE: April 4, 2013 <br />OBSERVATIONS <br />i <br />1) The Division conpducted a monitoring inspection of the site in anticipation of the submittal of a request from the <br />operator to be placed in temporary cessation status. The site is a sand and gravel operation covering 80 acres <br />located 10 miles north of Colorado Springs, along the east side of Black Forest Road. Present during the <br />inspection was Mr. Mark Heifner, the operator's consultant. <br />2) A total of 37.8 acres were affected and reclaimed. Even though a total of 10 maximum acres were allowed to be <br />affected at any given time, as noted in the inspection report of 8/28/09, the operator was not cited because all <br />the affected acres were reclaimed at the time of the inspection. In that inspection report the operator was <br />notified to sub it a technical revision to increase the affected area at any given time and post the appropriate <br />warranty prior t� initiating mining activity. <br />3) The entire reclaimed area was walked and inspected. Pit slopes were found stable and vegetated. No wet lands <br />area was noted during this inspection. The Division requested the operator to provide a reclamation warranty <br />calculation with'the temporary cessation request to address the cost of remedial work on the rills that might <br />develop in the reclaimed slopes, while the operation is in temporary cessation. The current warranty in the <br />amount of $23,$60.00 appears to be adequate to cover any additional seeding along the north and east facing <br />slopes. No noxidus weed infestation noted. The operation has an approved weed control plan. <br />4) The entire permlit area is fenced and permit boundary is properly posted at the access to the property. <br />Page 2 of 3 <br />
