August 12,2013 C-1 982-057/Seneca II-W Mine JLE <br /> emergency spillways were clear and functional. <br /> Pond 015 was holding water but was not discharging. The embankment was stable and the primary and <br /> emergency spillways were clear and fimctional. Hounds tongue was observed on the embankment. <br /> Pond 005 was holding water but did not appear to be discharging. The embankment was stable and the primary <br /> and emergency spillways were clear and functional. <br /> Stock Tank T-24 and T-20 were not holding water and were not discharging. These impoundments appeared to be <br /> stable and functional. <br /> Stock tank T-18 was holding water but was not discharging. The embankment appeared stable. <br /> It appears that drainage repair has been conducted in the lower reaches of the 006-NE2 and 006-NE1 drainages. <br /> Ponds 006,016 and 017 were holding water and discharging. The embankments appeared stable and vegetated. <br /> The primary and emergency spillways were clear and functional. <br /> ROADS—Rule 4.03; Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Haul Roads G,A,J and K were observed. These roads were graded and maintained and appeared to be draining <br /> properly. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> SCC submitted a Phase II bond release application(SL5)on May 15,2013 for 859.5 acres. The application was <br /> deemed complete for review on July 18,2013. In accordance with the Division's guidelines entitled; "Guideline <br /> Regarding Selected Coal Mine Bond Release Issues"dated April 1, 1995,the Division's inspection and evaluation <br /> of the areas requested for Phase II bond release consists of the following: <br /> 1.)Topsoil replacement thickness <br /> 2.)Vegetative cover and"bare areas"evaluation of the bond release area <br /> 3.)Species composition <br /> 4.)Reestablishment of essential hydrologic functions on Alluvial Valley Floors <br /> 5.)Erosional features observed throughout the bond release area <br /> 6.)The condition of the sediment ponds and any needed maintenance <br /> 7.)Construction and performance of permanent impoundments <br /> Detailed observations for these inspection/evaluation points can be found throughout this report and will be <br /> discussed in brief in this section. It appears topsoil has been replaced in accordance with the approved plan.
