Notes for site visit August 14, 2013: <br />1 arrived on site about 9 and met with Bill who took me around the <br />site. We stopped first at Pond C which has been mostly dewatered. <br />At this point it will just take time for it to be dry enough to remove <br />the sediment. The sediment is still very wet and soupy. We next <br />went to the Gob pile. <br />Progress has been made on the top, eastern most portion of the pile. <br />It is likely that area will be nearly to grade, or at least most of the <br />material will at least be placed and compacted by the August 30 NOV <br />abatement deadline. It may not be completely done, but it will be <br />close. <br />In the TR -76 expansion area, the 'gob drying area' is being managed, <br />but not a lot of progress is noticeable between last week and this <br />week. They are actively working the newly end dumped gob, and <br />weather conditions have been favorable for drying. Coverfill salvaged <br />from the expansion area was being mixed with wet gob in an effort to <br />dry the gob. It is unlikely placing and compacting all of this material <br />will be complete before the NOV abatement deadline. Another <br />extension request for NOV abatement may be necessary. <br />Before using the coverfill material for gob drying efforts, <br />approximately 10 trucks of topsoil were hauled to the topsoil <br />stockpile. <br />We walked around the gob pile on the lower benches and discovered <br />more storm related damage and areas that need repair. There were <br />some good size rills on bench # 3, so those areas will need to be <br />repaired. Ditches F2 and F12 need to be cleaned out and graded back <br />toward the pile in order to keep water from running over the face of <br />the pile. <br />We looked at the finished reconstructed D -F4. It looks good. Pond F <br />still has a small amount of water, and sediment in the pond bottom. <br />It will take some time for the sediment to be dry enough to clean out. <br />At gob pile #3, more coverfill is being salvaged for placement in the <br />stockpile. While working on a revision for the gob pile #3 area, I <br />reviewed the as -built topography of ditches J9 -1, 2 and 3. There were <br />flat spots in each ditch segment. So, the surveyor is going to re -stake <br />the grades on the ditches next week and it is anticipated that <br />regrading will occur next week as well. Regrading has to occur before <br />gob can be hauled to gob pile #3 as the diversion ditches still need to <br />be certified. <br />Ditch C -14 located near curve six on the road up to the office was also <br />damaged during the storm. It will need to be repaired. <br />Enforcement discretion has been applied for, it has not yet been <br />granted. <br />
