Division of Reclamation, Mining and Safety <br />August 13, 2013 <br />Page 2 <br />Greeley's Efforts to Mitigate Potential Impacts to Rodman Wells <br />Even though Greeley believes that the actual causes of any water level fluctuations in the <br />Rodman wells are not proven, it nevertheless has already taken multiple steps to mitigate its <br />potential impacts. Greeley arranged, at its expense, for a pump test of Well No. 1 on June 24, <br />2013. As partially noted in the Inspection Report, Greeley has also paid for the reconditioning of <br />and pump and pressure tank replacement at Well No. 1, that well's connection to the Rodman <br />irrigation system, replacement of a new pump at Well No. 2, and installation of new electrical <br />wiring in the pump house. Greeley agreed to make these payments on June 10, 2013 and, <br />together with Mr. Rodman, solicited well service providers to perform the work. <br />Unfortunately, well service providers who committed to installing a new pump did not show up <br />or would not schedule a time because they did not consider the situation an emergency. The new <br />pump and pressure tank installation did take place on July 11, 2013. At the time, Greeley stated <br />that it would take additional steps if operation of the second well in conjunction with the first <br />well would not provide an adequate supply. In the meantime, Greeley arranged for the irrigation <br />of a portion of the Rodman property during the weeks of June 24 and July 1, 2013 from a water <br />truck (access limitations did not permit irrigation of all land via truck). <br />Greeley's Additional Contacts with the Rodmans and Additional Mitigation Stens <br />Greeley's ongoing contacts with the Rodmans have continued since DRMS conducted its site <br />inspection on Jul �ntinuous 'At a meeting on July 31, 2013, Greeley agreed to provide to Mr. <br />Rodman a cistern storage and delivery of water for irrigation, and to pay for <br />its connection to the irrigation system. Greeley had the cistern delivered to the property on <br />August 1, 2013. The cistern was connected to the irrigation system on August 6, 2013. Greeley <br />partially filled the tank with water from a water truck paid for by Greeley (the remainder tilled <br />by Rodman well water). The cistern tank will likely be used for the remainder of the 2013 <br />irrigation season. <br />At the July 31 meeting, Greeley also agreed to initiate borehole drilling to evaluate the potential <br />for a deeper well on the property. Depending upon the results of the borehole drilling, Greeley <br />will consider paying for the deepening of one or both wells on the Rodman property (or their <br />replacement with a deeper well). Greeley will also consider other alternatives to mitigate the <br />potential temporary effects of its mining activities on the 25`h Avenue Site should the drilling <br />results suggest that a deeper well would result in no material addition to the well water supplies. <br />Drilling will take place on August 15, 2013. <br />Greeley and all of the Rodmans have scheduled an additional meeting on September 16 <br />(scheduled to accommodate everyone) to discuss the results of the drilling, effect of mitigation <br />steps to date, and potential additional mitigation steps. <br />Response to Inspection Report <br />Greeley believes that the numerous additional facts provided in this response demonstrate that <br />Greeley has actively implemented its approved Mining Impact Mitigation Plan.
