6.4.5 Exhibit E <br />Reclamation Plan <br />All Rite Paving & Redi -Mix Inc. intends to reclaim the proposed site to <br />rangeland. The proposed site lies within a large ranch with a combination of open <br />grazing areas and stands of Ponderosa pine. Gravel and cobble outcrop the site with <br />little topsoil or overburden. The top 18 inches of material will be stockpiled for use <br />during reclamation. Any and all topsoil encountered during mining will remain on <br />site for use in reclamation. Fines will be reserved for reclamation. <br />Progressing from north to south through each phase and the site, as <br />construction material is produced, naturals and fines will be initially stockpiled until <br />sufficient mining has occurred to allow for reclamation and mining equipment to <br />operate within the phase. Using dozers and loaders, perimeter slopes will be <br />constructed with a slope of 3H: IV. <br />Final grade will blend with surrounding topography and restore historic <br />surface water flow. Reclamation of vegetated areas will follow the Las Animas Soil <br />Conservation District recommendation. The following seed mix will be broadcast <br />over the disturbed area. <br />Species <br />Broadcast Rate <br />Ibs Is / ac <br />Big bluestem <br />4.4 <br />Mountain brome rass <br />8.0 <br />Canada wild rye <br />4.0 <br />Little bluestem <br />2.8 <br />Yellow indian rass <br />4.0 <br />All mine related structures including on -site haul roads and stormwater <br />structures, will be removed during reclamation. <br />Plant Growth Medium Preservation: <br />Using a loader, all screened plant growth material in addition to the top 18 <br />inches will be salvaged and either stockpiled or used immediately in reclamation. <br />Weed Control Plan <br />NRCS predicts the most likely noxious weed to appear after reclamation is the <br />Yellow Starthistle. According to Robert Lucas, Las Animas County Weed Control <br />Officer, the subject property currently does not contain a listed noxious weed. <br />African rue is in the area and may present a problem during reclamation. The site <br />will be monitored by both All Rite and Bar Nothing personnel for thistle and African <br />rue growth. In the event noxious weeds appear, they will be managed mechanically <br />and /or chemically as directed by Mr. Lucero, and allowed by the property owner. <br />Page 6 of 21 <br />
