PERMIT #: M- 2006 -078 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 7, 2013 <br />OBSERVATIONS <br />The Camenish Borrow site was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) as part of the Division's monitoring inspection program. Mr. Justin DuMond with Flatiron <br />Constructors, Inc. (Flatiron) was present during the inspection. <br />The site was previously inspected on August 10, 2012 in response to a full release request (SL -02). The request <br />was denied due to the lack of well established vegetation and the lack of a substitute water supply plan <br />(SWSP) or decreed plan for augmentation to replace the lagged groundwater depletions at the site. <br />The Division holds a financial warranty in the amount of $128,000.00. The Division approved the request for a <br />Financial Warranty Reduction (SR -01) to $15,000.00 on November 20, 2011; however the Operator has not <br />provided a rider to reduce the current bond or submitted a new bond in the amount of the reduced financial <br />warranty. <br />The site was interseeded, fertilized and mowed in the spring of 2013 following the last inspection. The <br />reclamation grasses were better established since the previous inspection. Native grasses in drill rows were <br />observed in previously sparse areas in the northern and southwest sections of the upland areas. The Division <br />estimated approximately 40 percent of the site vegetation was still dominated by annual weeds. Large <br />patches of Kochia were observed in the upland areas.
