PERMIT #: M -1980 -052 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 16, 2013 <br />OBSERVATIONS <br />The Holsinger Gravel Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) as part of the Division's monitoring inspection program. Mr. Keith Holsinger was on site during the <br />inspection. <br />The site is located approximately 3 miles southeast of Walden, CO on State Highway 14. The site is permitted <br />for 9.9 acres and was previously inspected by the Division on September 25, 2008. <br />The Division currently holds a financial warranty of $20,000.00, which appeared adequate based on this <br />inspection. An entrance sign was posted as required by Rule 3.1.12. <br />The site was not active during the inspection and appeared unchanged since the last inspection. The 2013 <br />Annual Report submitted by the Operator stated stockpiled material was removed in November of 2012. <br />The pit has not been actively mined in approximately 20 years. Active mining operations require the <br />development or extraction of a construction material from its natural occurrences, which may include; open <br />mining, surface operations, transportation operations, processing operations such as crushing and sorting, as <br />well as stockpile removal. Please note regular onsite maintenance activities such as weed control, site <br />maintenance, and storm water control maintenance do not constitute mining activities. The Division <br />considers an operation actively mining for at least one day per year, but less than 180 days per year to be an <br />intermittent operation. <br />A letter titled "Review of Current Permit Status Regarding Temporary Cessation" was sent on February 28, <br />2013 to the Operator explaining intermittent operation status and Temporary Cessation of mining operations. <br />A copy of the letter is attached. Based on the discussion with the Operator during the inspection, the Division <br />recommends the Operator apply for Intermittent Status (IS) by submitting a technical revision for the site. <br />The Division GPS surveyed the permit area with a Trimble Juno 3B. The northwest and southwest boundary <br />markers were located during the inspection. The northeast marker was assumed to be the property corner <br />and the southeast corner was paced off from the highway right -of -way fence. The survey indicated an area of <br />15.43 acres, which is 5.53 acres greater than the approved acreage. A map showing the results of the GPS <br />survey is attached. As cited as a problem requiring corrective action by the Operator on the first page, the <br />Operator must conduct a survey and replace the boundary markers in the correct location(s). The Operator <br />shall provide proof to the Division that this has been done by the corrective action date. <br />Photographs taken during the inspection are attached. <br />Page 2 of 4 <br />
