PERMIT #: M- 2000 -014 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 15, 2013 <br />OBSERVATIONS <br />The Yust Ranch Gravel Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) as part of the Division's monitoring inspection program. Mr. Dennis Carpenter and Mr. Bud <br />Carpenter with Tri- River, Inc. were present during the inspection. The site was previously inspected on <br />October 1, 2008. <br />The Yust Ranch Gravel Pit is located approximately 2 miles south of Kremmling, Colorado on State Highway <br />9 and 1 mile west on Grand County Road 1. <br />The Yust Ranch Gravel Pit is permitted for 9.9 acres with a phased maximum allowed acreage disturbance <br />of 4.0 acres. The Operator committed to a phased "not to exceed" disturbance acreage of 4.0 acres in <br />order to limit the financial warranty. The Division currently holds a financial warranty of $13,200.00, based <br />on 4.0 acres of disturbance. The maximum allowed disturbance area was increased from 3.0 to 4.0 acres by <br />TR -01 on January 12, 2009 following the last inspection. <br />Mining of the 9.9 acre site is complete. The Division estimates over 9 acres have been mined at the site. <br />The Operator has disturbed more than the maximum allowed disturbance acreage. The Operator stated <br />they are in the process of expanding the pit and will be submitting a conversion application soon to expand <br />the permit acreage and to allow for deeper mining. The site is currently approved for a maximum depth of <br />20 feet, but the Operator would like to mine to a depth of 45 feet. If the conversion application is not <br />received by the Division soon, the Division will require the Operator to submit a technical revision to modify <br />the mining plan and the Division will require another financial warranty increase based on the 9 acres of <br />disturbance at the site. <br />A Succession of Operator package was submitted to the Division on August 1, 2013 to transfer the site from <br />Yust Ranch to Grand Gravel, LLC. The permit transfer was not approved by the date of this report. Hauling <br />of stockpiled material on the pit floor was observed during the inspection. Processing facilities were not <br />observed at the site. <br />The approved post mining land use is rangeland. The western section of the north highwall has been <br />graded to a 3H:1V slope. Topsoil was stockpiled on the north side of the site. Musk thistle was observed in <br />the planned expansion area. The thistle will need to be controlled by the Operator once the future <br />conversion application is approved. No erosion was noted during the inspection. <br />The permit area was GPS surveyed with a Trimble Juno 3B by the Division. A map indicating the result of <br />the GPS survey is attached. An entrance sign was posted and permit boundary markers were observed as <br />required by Rule 3.1.12.
