Box 483 <br />Director <br />Paonia, CO 81428 <br />Re: Bowie No. 2 Mine (Permit No. C- 1996 -083) <br />2012 Annual Hydrology, Mine Inflow, and Subsidence Monitoring Reports <br />Dear Mr. Bear: <br />The Division has received and reviewed BRL's annual reports for the Bowie No. 2 Mine, and we have the <br />following comments: <br />Annual Hydrology Report <br />The report addressed all of the requirements of Rules 4.05.13(1), (2), (3) and (4) and the approved <br />permit application package. <br />1. Water monitoring frequency requirements were met at all surface and groundwater monitoring <br />sites, with the following exceptions: <br />a. FMC -low and FMC -up on the Fire Mountain Canal are required to be monitored in May, July, <br />and September for field parameters, with a full suite analysis conducted during the first and <br />third monitoring events. Figures No. 117 and 118 of the Annual Hydrology Report (AHR) <br />indicate that the contractor forgot to monitor these points in May 2012. It is imperative that <br />water monitoring be conducted as required by the Rules and the approved permit application <br />package so that a determination can be made whether coal mining operations are adversely <br />impacting water resources. <br />b. Several wells were reported to be blocked or damaged, with no indication of if or when the <br />wells would be replaced or repaired. The approved water monitoring plan requires monitoring <br />at the following wells, which were noted to be damaged or blocked in the 2012 AHR: DH -65 (no <br />data since 2006), DH -67blw (since 2008), CWI -DH -60 (since 2011), CWI -DH -58 (since 2011), and <br />AW -4 (since 2007). Please provide information as to whether these wells will be repaired or <br />replaced to ensure that monitoring is conducted in accordance with the approved plan. <br />2. Water Quality Analysis - Field parameters were collected and laboratory analyses were conducted as <br />required at all groundwater and surface water sites, with the following exceptions: <br />a. Point Deer -up, on Figure 113, it is noted that "the contractor who conducted the field <br />monitoring forgot to take August sample for Surface List #2 Analysis." The 2011 Annual <br />Hydrology Report also omitted the Surface List #2 Analysis for the same reason, so there is no <br />data for Surface List #2 parameters for the last two years. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
