Groundwater point of compliance: A groundwater point of compliance was not established for the <br />Bowie No. 1 Mine, based on existing groundwater quality and use, and a prediction in the Probable <br />Hydrologic Consequences section of the permit application package that mining will not likely have a <br />negative effect on groundwater quality. <br />6. Springs, Ponds, and Ponds with Springs: Springs 14 -4 and 32 and Ponds 10 -2, 10 -3, 10 -7, 10 -9, 10- <br />14, and 15 -1 are also showing higher than historic values or are on the high end of the historic range <br />for chloride, TDS, SAR, sodium, magnesium, and manganese. This too may be a reflection of <br />ongoing drought conditions. <br />7. Surface water flows were within historic ranges and consistent with precipitation for the year. <br />8. Surface water quality: Surface water quality was consistent with historic data and with the <br />predictions in the Probable Hydrologic Consequences section of the approved permit application <br />package. <br />10. No NPDES effluent limits were exceeded in 2012. <br />Annual Mine Inflow Report <br />The report included all of the information required by Rules 4.05.13(1) and (4) and the approved <br />monitoring plan. Inflows were not observed or reported since the mine portals have been sealed; the <br />Division has no questions or comments at this time. <br />Semi - Annual Subsidence Monitoring Reports <br />The report included all of the information required by Rule 2.05.6(6) and the approved permit <br />application package. Monitoring, now limited to seven points along the Pitkin Mesa pipeline, shows <br />minimal movement at any of the monitoring points. <br />The Division appreciates BRL submitting the annual reports in a timely manner.
