Danny Kipp and Ben Moline of Coors Energy Company were present for the <br /> inspection. Weather conditions were sunny and warm with no wind. The ground conditions were dry. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> No dust was generated from the mine site area including the B-Pit ash backfill area, B-Pit coverfill area, <br /> long term spoil area, Area 25 reclamation and topsand stockpiles. <br /> BACKFILL and GRADING—Rule 4.14:1 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Coal ash was stacked in the north end, lower lift of B-Pit ready for backfilling(photo 1). Backfill material <br /> was being moved from the long term spoil area to the south side,upper lift of the active B-Pit area(photo 2). The <br /> backfill was being spread in 6 foot lifts by a scraper. <br /> The south side of the long term spoil area has been the source of coverfill material for the B-Pit. The portion of <br /> the spoil area that lies west of Area 25 and North of Area 22 (acreage unknown at this time)has been finished <br /> graded(photo 3). <br /> HYDROLOGIC BALANCE -Rule 4.051 Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Sediment pond 2 and dugout ponds were both dry.
