IV. WITNESSES AND EXHIBITS <br />Pursuant to Rule 2.6(2), all parties must exchange witness and exhibits at the prehearing <br />conference. Objectors and supporters did not provide a witness list or exhibit list at the <br />prehearing conference. Applicant supplied a list of exhibits and a list of witnesses to the <br />prehearing officer, but not to the other parties. Applicant must send a copy of its witness list to <br />all parties by August 5, 2013. It is not clear whether all of <br />the Applicant's proposed exhibits are in the Division files. To the extent any proposed <br />exhibits are not in the Division files, the Applicant is required by Rule 2.6(2)(b)(i) to provide <br />copies at the prehearing conference or, if production is not practicable, then upon request. In <br />order for any document which is not in the Division files to be eligible for admission as <br />exhibits at the hearing, the Applicant must provide the Division and all the parties with a <br />copy of the documents on or before August 5, 2013. The Applicant must provide to the <br />prehearing officer evidence of service of these documents by August 7, 2013.
