PERMIT #: M- 1981 -236 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 15, 2013 <br />OBSERVATIONS <br />The Colorado River Ranch Gravel Pit was inspected by Peter Hays with the Division of Reclamation, Mining and <br />Safety (Division) as part of the Division's monitoring inspection program. Mr. Raymond Petersen was present <br />during the inspection. The site was previously inspected by the Division on November 1, 2008. <br />The Colorado River Ranch Gravel Pit is located approximately 3 miles east of Kremmling, CO on State Highway <br />40. The Division approved a 110c to 112c permit conversion on June 9, 2000, increasing the permitted <br />acreage from 7.8 to 37.6 acres. On May 2, 2013, the Division approved the Operator's request under TR -03 <br />for intermittent status. <br />The site was actively mining during the inspection. A processing plant was located in the southwest corner of <br />the north mining area. The topsoil and overburden were stripped ahead of the highwall and stockpiled on the <br />east and west sides of the north mining area. Mining was expected to continue to the northwest in the <br />western half of the mining area and then move to the east side of the mining area. Material stockpiles were <br />observed in the western half of the southern permit area. Pit run material remains at the east end of the <br />southern permit area. Several stockpiles of material were observed in the southern permit area along the <br />north side of the pit floor. <br />The Division GPS surveyed the boundary location markers and the stripped area ahead of highwall with a <br />Trimble Juno 3B. A map showing the results of the GPS survey is attached. The survey indicated a permit <br />boundary of 36.36 acres. <br />No reclamation activity has occurred since the last inspection. The reclaimed southwest corner of the south <br />pit appeared stable. Mr. Petersen stated reclamation is planned along the southern boundary of the south pit. <br />A well vegetated topsoil stockpile was observed east of the access road in addition to the topsoil stockpiles <br />along the north and south sides of the south pit and along the east and west sides of the north area. All <br />topsoil stockpiles appeared stable and no erosion was noted. Canada Thistle, a noxious weed, was observed <br />near the southeast corner of the north area. The thistle must be treated and controlled by the Operator. <br />The Division currently holds a financial warranty in the amount of $20,500, which is adequate to complete the <br />reclamation of the site based on the observations from this inspection. <br />An entrance sign was posted and permit boundary markers were observed as required by Rule 3.1.12. No <br />problems were noted during the inspection.
