PERMIT #: M- 2000 -040 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 8, 2013 <br />OBSERVATIONS <br />The State Line Ranch Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) as part of the Division's monitoring inspection program. <br />The State Line Ranch Pit is located approximately 5 miles west of Cowdrey, CO on Hwy 125. The site was <br />previously inspected by the Division on September 30, 2008. Mr. Dean Lebeda with the U.S. Forest Service <br />was contacted to arrange the inspection, but was unable to attend. <br />The site consists of a decomposed granite hilltop. The material to be excavated lies in a deposit averaging 15- <br />25 feet in depth, approximately 225 feet wide and an estimated 400 feet in length. The approved mining plan <br />for the State Line Ranch pit allows for a maximum disturbed area of 7 acres with a maximum excavation depth <br />of 25 feet. The site was unchanged since the previous inspection. <br />The Division GPS surveyed the access road, mine sign location and affected area with a Trimble Juno 3B. A <br />map showing the results of the GPS survey is attached. The survey indicated an affected area of 1.0 acres. A <br />map of the GPS survey results is attached. <br />The required boundary markers were not found during the inspection. The markers will need to be replaced <br />per Rule 3.1.12 and evidence submitted to the Division of the installation by the corrective action date listed <br />on the first page. <br />The Operator has not responded to the Division's letter titled "Review of Current Permit Status Regarding <br />Temporary Cessation" sent on February 28, 2013 explaining intermittent operation status and Temporary <br />Cessation of mining operations. <br />Active mining operations require the development or extraction of a construction material from its natural <br />occurrences, which may include; open mining, surface operations, transportation operations, processing <br />operations such as crushing and sorting, as well as stockpile removal for more than 180 days per year. Please <br />note regular onsite maintenance activities such as weed control, site maintenance, and storm water control <br />maintenance do not constitute mining activities. The Division considers an operation actively mining for at <br />least one day per year, but less than 180 days per year to be an intermittent operation. <br />The State Line Ranch Pit has not been active for a number of years. The Operator must file for Temporary <br />Cessation or resume mining activities at the site by the corrective action date listed on the first page. <br />Photographs taken during the inspection are attached. <br />Page 2 of 4 <br />
