Pineda <br />501 Palmer <br />Director <br />Delta, CO 81416 <br />Re: Hawk's Nest Mine East and West Portals (Permit No. C- 1981 -016) <br />Bond Release Application No.1 (SL -01) <br />Dear Sir or Madam: <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has begun the process of <br />terminating its jurisdiction over the reclaimed Hawk's Nest Mine East and West Portals (Hawk's <br />Nest Mine). The Hawk's Nest Mine is located approximately 12 miles northeast of the town of <br />Paonia, Colorado and 3 miles east of the town of Somerset, Colorado on the North Fork of the <br />Gunnison River adjacent to Colorado Highway 133. The disturbed and reclaimed areas are <br />located in portions of Sections 1, 2, 3, 10, 11 and 12, Township 13 South, Range 90 West of the <br />6th P.M. The former permit area under consideration for termination of jurisdiction is <br />approximately 2,050.0 acres of which approximately 513.0 acres were affected and <br />approximately 29.4 acres were disturbed. The surface is federally and privately owned and the <br />coal mined was also federally and privately owned. <br />The area has an extensive history of mining. The Hawk's Nest Mine was originally permitted by <br />Western Slope Carbon, Inc. (the operator) under Extraction and Development Permit No. 78- <br />155, issued by the Colorado Mined Land Reclamation Board (Board). On March 14, 1983 the <br />Division proposed its decision to Approve with Conditions the Hawk's Nest Mine permit and on <br />June 7, 1983 it issued permanent program permit No. C- 1981 -016 to Western Slope Carbon, Inc. <br />On December 14, 1988 the Board revoked the Hawk's Nest Mine permit and forfeited the <br />reclamation bond (in the amount of $624,803.05) due to a pattern of violations. <br />The Division, using private contractors and acting under the authority of the Board, began <br />reclaiming the site in 1990. The initial reclamation was completed at the West Mine. <br />Reclamation work included demolition and removal of structures, the backfilling and sealing of <br />six portal entries, the backfilling and regrading of the disturbed area and the revegetation of the <br />disturbed area. The work at the West Mine was completed in November 1990. Reclamation of <br />the East Mine was initiated in 1991. The reclamation work included demolition and removal of <br />structures, backfilling and regrading of the disturbed area and revegetation of the disturbed area. <br />Reclamation work was completed in November 1991. The remaining coal silos were demolished <br />and removed in June 1994. Backfilling and regrading, drainage control reestablishment, removal <br />of two sediment ponds, topsoil replacement and revegetation was completed in November 1994. <br />In 2000 additional reclamation work was completed at the East Mine, including noxious weed <br />control, erosion control, soil amendments and additional revegetation. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
