Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the North Thompson Creek Mine conducted by Brock Bowles and David Berry <br /> of the Colorado Division Reclamation, Mining and Safety. Stan Muhr of MINREC, Inc. was also present for the <br /> inspection. The landowners were not in attendance for this inspection. The weather conditions were sunny and <br /> warm. The ground conditions were dry. <br /> AVAILABILITY OF RECORDS —Rule 5.02.4(1): <br /> All the necessary records were available at the Garfield County Court House in Glenwood Springs. See <br /> the Availability of Records form at the end of this inspection report. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Both the 41 and 43 portals were discharging into the long pond and the water was clear. The long pond <br /> berm was well vegetated and appeared to be stable. Water was flowing into the T1 pond from the long pond. The <br /> open ditch between the T1 and T2 ponds was well vegetated and appeared to be stable (photo 1). The water was <br /> directed from T2 to the P9 pond (photo 2)which contained water but was not discharging. The pipes that were in <br /> the open ditch between Pond T2 and Outfall 001 during the last inspection had been removed (photo 3). The <br /> discharge pipe leading from Outfall 001,which was obstructed during the last inspection,had been cleaned. <br /> The electric pump that pumps water from Pond T2 to the off-permit stock tank had been removed. The emergency <br /> spillway was still directed to the refuse pile pond ditch(see inspection report 6/18/2013). A revision to the permit <br /> and ditch configuration will be discussed with the operator to accommodate the landowners needs. <br /> Water was noted seeping from the 36-inch air shaft access culvert (photo 4). This culvert is located on the south <br /> side of North Thompson Creek by Portal 41. Standing water was in the ditch leading from the culvert to North <br /> Thompson Creek. The culvert has a locked grate to prevent access. The Division recommends that the water <br /> seeping out of the culvert be tested to determine if treatment is necessary. The water should be tested for the <br /> parameters outlined in the current NPDES permit. <br /> Number of Partial Inspection this Fiscal Year: 0 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 4 <br />
