Schmidt does not request that any bond be released for this <br />land, but rather the bond applicable to this land simply be applied to the rest of the permit. This <br />request is made to accommodate the landowner who desires to fence most of the reclaimed land <br />and open it to grazing as a part of their ranch management plan. In our opinion, this land is ready <br />to be grazed and, in fact, grazing would likely improve the vegetation density by causing the <br />grasses to tiller more which would result in increased vegetation cover and stability. <br />Enclosed is a map showing the area requested for release as well as two pages of <br />photographs showing the land included in the release. The vegetation density is high and <br />excellent establishment of the grasses has been achieved. As the photographs show, <br />topographically the edge of the reclaimed quarry land meshes very well with the adjacent <br />undisturbed land. As the land is nearly level, no erosion has occurred. Very light grazing has <br />occurred in the past, but, for the most part, little utilization has occurred. <br />The address and phone number of the land owner is as follows: <br />Irene E.
