Photographs were taken by Harry Ranney on July 23, 2013 and were later analyzed and <br /> annotated by Marcia Talvitie. <br /> Active operations, consisting of excavating the box cut to expose the former highwall of the New <br /> Horizon No. 1 (Peabody's "Nucla")Mine are confined to the southern half of the permit area, on <br /> property owned by Garvey (Photos 1 and 2). <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> • Two water trucks and a water storage tank are on the site for use in control of fugitive dust <br /> emissions (Photo 3). The traffic routes within the disturbed area appeared to be damp. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> • The boxcut overburden stockpile is beginning to take shape; a large area of the pile's <br /> footprint has been receiving dumped loads of overburden trucked over from the excavation <br /> operations (Photo 4). <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> • Overall, 2013 has been a fairly dry year. Within the permit boundary, all surfaces except the <br /> various "Draw" which carry irrigation runoff across the permit area were dry and bare (Photo <br /> 1). <br /> • Pond NHN-001 appears to be completely dry.
