Exhibit C <br />Mining Plan <br />SR -13 A Mine Permit Amendment <br />M -1977 -311 <br />Background <br />SR -13A was originally permitted by Cotter in 1977. Cotter did various development <br />related efforts at the mine. The mine was fully reclaimed by 2003. <br />Ore reserves at the SR -13A mine are found in the Salt Wash Member of the Morrison <br />Formation. Overlying the Salt Wash top rim sandstone is the Brushy Basin member of <br />the Morrison Formation. It is predominately variegated, bentonitic shales interbedded <br />with lesser amounts of sandstone and thin conglomerate lenses. Immediately below the <br />mined horizon is the basal part of the top rim sandstone, which is fine - grained, quartz - <br />rich, with minor feldspar content, and is carbonate cemented. Mudstones occur as thin, <br />discrete lenses within the top rim sandstone and are located directly below the ore zone. <br />(For a full description of the area geology see Exhibit T (9) - EPP.) <br />Boundary Changes <br />Cotter previously released of 2.96 acres associated with a venthole and its access road, as <br />well as a reclaimed waste dump site south of the main mining area. 1.74 acres is being <br />added to the mine yard and waste dump in order to include stormwater management <br />structures. 0.16 acres is being added for a road to access the waste area. A detailed list <br />of all proposed and original acreages along with their locations can be found in the Table <br />of Purposed Surface Disturbances listed below in this exhibit. <br />Timeline <br />The area to be worked at any one time will not appreciably increase after the initial <br />disturbance around the portal area. Small amounts of additional acreage may be involved <br />as the waste area grows or additional roads for the venthole and development drilling are <br />needed. This land has been accounted for in the affected acreage. <br />Areas involved that may be classified as major disturbances include the waste rock and <br />ore stockpiles. Moderate disturbances include the area required for stabilization of the <br />waste rock pile and grading of the areas used for parking, structures, storage equipment <br />and other materials. <br />All surface disturbances around the portal, including building construction and reopening <br />and rehabilitation of the portal, as well as reopening the venthole and the second <br />escapeway portal, will take approximately 6 -12 months. <br />The life of the mine is projected to be between 10 and 15 years. <br />C -1 <br />
