90 percent of the cover standard = 0.90 [0.83(21.4 %) + 0.17(56.6 %)] = 24.6% <br />Herbaceous cover adjusted by subtracting noxious weeds and annual /biennial plant cover in excess of 10% of the <br />remainder. <br />Using a post -law comparison and success standard approach, the value would be 90% of the <br />standard or 24.6 %. Thus, it can be seen that the cover in this pre -law area as of 2012 <br />exceeded the post -law herbaceous first hit cover standard derived from the approved PSCM <br />reference areas. <br />The vegetation cover and composition determined from is comprised mostly of perennial <br />species with annual / biennial cover of only 0.1 % (Table 1). Seventeen out of the thirty -three <br />species encountered in the sampling are native species. These have established from the <br />applied approved seed mix and from natural invasion. Included as a part of the twelve samples <br />is a measure of the average number of species occurring in a 100 sq. m. quadrat oriented on <br />the 50 m transects (1200 sq.m. total area). This value is species density and provides a <br />measure of diversity. For the pre -law area this value was 10.6 species per 100 sq. m. Although <br />this pre -law area was subject to very few design or performance requirements it is believed that <br />the site demonstrates a reasonably strong recovery of plant cover, diversity and ecosystem <br />function that will facilitate continued successional development. <br />
