Such documentation is <br />referenced in this section as appropriate. <br />The inspection review for PSCM SL -01 included a review of the Phase I bond release <br />inspection report for SL -O 1 of the Seneca 11 Mine, which applied to all of the lands included in <br />the PSCM SL -01 application. The Seneca 11 Mine SL -01 Phase I bond release inspection report <br />was issued August 24, 2006, based on an inspection conducted from August 7, 2006 through <br />August 11, 2006. Maintenance problems noted in the Seneca II SL -01 inspection were checked <br />during the PSCM SL -01 inspection. The problems identified in the Seneca 11 SL -01 inspection <br />were found to have been addressed. <br />Noxious and invasive vegetation continues to be present at low levels throughout BRB -4, with <br />high density patches observed in locations in the area of 97 -1b. Weeds that have historically <br />been of concern and continue to be the focus of control efforts on the previous Seneca II and <br />current PSCM site include Canada thistle (Breea arvensis), houndstongue (Cynoglossum <br />officinale), and whitetop (Cardaria draba). The operator's weed management program appears <br />to have been successful in reducing the densities of these species and minimizing expansions of <br />populations, but continued monitoring and treatment on an annual basis will be necessary. A <br />number of whitetop patches were observed in the area of 97 -1b. These patches were a part of <br />the weed control plan spraying conducted the week of the June 24, 201 lbond release inspection. <br />Based on the inspection, the Division considers the weed patches observed and the sporadic <br />noxious species observed to be maintenance items, which will be monitored in the field and <br />reviewed during future inspections. <br />Topsoil Redistribution <br />Permit topsoil depth requirement is 9 -15 inches (C- 1980 -005, Tab 13, Postmining Land Use) for <br />soil replaced after 1993. Soil replacement depth sampling has been conducted and reported <br />annually in areas of the Peabody Sage Creek Mine previously permitted under the Seneca II <br />Mine over the course of the mine life, and verification sampling has been periodically conducted <br />by the Division. Summary documentation was provided by PSCM in Attachment D of the <br />PSCM SL -01 application, presenting the results of 933 sample holes over the entire 1793.5 acre <br />area for which Phase 11 bond release was requested. With the exception of a small number of <br />outliers, soil thickness ranged from 9" to 30 ", with an average thickness of 15.6 ". <br />Topsoil verification was conducted during monthly inspections as documented in DRMS <br />inspection reports dated 8/15/1996, 9/25/1997, 7/8/1998, 12/1/1998, and 10/21/2003. All <br />parcel areas verified by the Division had adequate topsoil replacement thickness. <br />Cover and Diversity <br />Vegetation cover success criteria and success demonstration methods for BRB -4 are <br />presented in Exhibit 2.05.4 -E1 of the approved PSCM permit.
