July 17,2013 C-1980-007/West Elk Mine JRS <br /> quickly as drilling commences. As with all of the mud pits,it will be backfilled once it dries out. There is a short <br /> road spur leading to pad E5-1/2/3. The road was stable,with no rutting or erosional problems observed. The <br /> topsoil was windrowed to the sides of the road. <br /> - Drill pad E5-5 was constructed at the time of the inspection on 17 July 2013. The pad,however,needed to be <br /> enlarged to allow the drill rig to set up. This enlarging work was being completed on 18 July 2013. This included <br /> cutting the pad back towards the top of the ridgeline approximately 20 feet. All of the topsoil was removed from <br /> this additional disturbance and was being pushed into the existing topsoil pile. The topsoil will need to be seeded, <br /> mulched and have a marker placed on it(if it has not already been done at this point). There was a fenced mud pit <br /> that was dry at this point. This MDW will be drilled following the drilling of MDW's E5-1/2/3. There was a short <br /> road spur leading to the drill pad. The road was stable,with no signs of rutting or erosion at the time of the <br /> inspection. All of the topsoil was windrowed for later reclamation. <br /> -The contractor(Beavers Construction)was working on building the drill pad for MDW's E5-6/7. The pad was <br /> started the morning of 18 July 2013. All of the topsoil was segregated into a pile,which will need to be seeded, <br /> mulched and have a marker placed on it once the pad is built. The pad, as it sat,will need to be cut another <br /> approximately 10 feet. The pad will be fairly large, as it will have two MDW's on it. There is a short road spur to <br /> access the drill pad. The road appears to be very narrow,with a tight bend on it. The road was stable,with no <br /> problems noted. All of the topsoil was windrowed for future reclamation. <br /> - Overall the drilling activities,including pad,mud pit and road construction and MDW drilling,was progressing <br /> as approved in Permit Revision 14 and the subsequent annual Technical Revisions(TR-129 and TR-130 for the <br /> longwall panel E4 and E5 MDW's). <br /> DOCUMENTS RECEIVED:None <br /> This concludes the 17-18 July 2013 partial inspection report for the West Elk Mine. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 4 of 16 <br />
