The site has been inspected by the NRCS and found to be acceptable as a <br />reference area. <br />Reference Area Management <br />The water in this reference area and all mine reclaimed areas is from the same ditch of the CC <br />Company, thereby eliminating any differences in water availability during the year. The contractor <br />will be required by Western Fuels to apply the water to the reclaimed areas and the reference area <br />at the same time. Western Fuels owns the reference area and is in charge of the irrigation <br />management of it. This is not the case with any other Reclaimed Irrigated Pastureland area within <br />a reasonable distance of the mine permit area. <br />The contractor will release water into the reclaimed area and the reference area from the CCC ditch <br />at the same time. The flood irrigation of the reference area will be regulated to simulate the same <br />plant application rate and conditions of the side roll irrigation of the reclaimed area. Flood irrigation <br />may also be employed in the reclaimed area. The irrigation method in all Reclaimed Irrigated <br />Pastureland reclaimed areas was flood irrigation prior to mining. <br />The expected application rate of water: Water will be applied to the reference area based on the <br />ratio used for the irrigation of Reclaimed Irrigated Pastureland on the Lloyd property. <br />Plans for grazing and /or haying: Grazing and /or haying will be conducted on the reference area <br />based on the needs of reclamation and bond release vegetation studies. During vegetation study <br />years, grazing and /or haying will not be conducted until the vegetation studies are complete. The <br />first cut in the area is typically by the end of June. Vegetation studies will be completed by this point <br />to allow grazing and /or haying to be conducted. Both the reference area and the reclaimed area may <br />be hayed and /or grazed. <br />Plans for fertilization: Fertilizer may be applied to the reference area and the reclaimed area but <br />must be done at the same time and the same rate per acre on both areas. The application rate will <br />be similar to normal practices in the surrounding area for Reclaimed Irrigated Pastureland. The <br />contractor will be instructed that this practice must be followed. Fertilizer may not be applied every <br />year.
