NUlEMC0, LLC � <br />�-c0� <br />July 19, 2013 <br />Division of Reclamation, Mining and Safety <br />Department of Natural Resources <br />State of Colorado <br />1313 Sherman St., #215 <br />Denver, CO 80203 <br />Attn: Travis Marshall t✓ <br />Re: Permit M- 2008 -050 <br />October Ore Pile Reclamation <br />,,Notice of End of Temporary Cessation <br />Dear Mr. Marshall: <br />Pursuant to Mineral Rules and Regulations of the Colorado Mined Land Reclamation Board for <br />Hard Rock, Metal, and Designated Mining Operations ( "Rules and Regulations "), Nuvemco herein <br />provides written notice to the Office of Mined Land Reclamation within the Division of <br />Reclamation Mining and Safety ( "Office" and "DRMS" respectively) of the end of Temporary <br />Cessation of the above referenced permit and operation and the return to approved operations. <br />The primary reason for the return to approved operations is the shipment in early August of <br />roughly 100 tonnes of run of mine (ROM) from the October legacy stockpile. Ultimately, ore will <br />be transported to the White Mesa Mill in Blanding, Utah, consistent with the existing permit. <br />However, the ROM will be first transported to Casper, Wyoming, and will be ablated. Ablation is a <br />continuation of mining and separates ore (minerals) from clean sands. The clean sands will be <br />handled in accordance with all applicable federal and state regulations. Please note that clean <br />sands will not be returned to the October site until laboratory analysis is completed, any <br />technical revisions required to the plan of operation for the permit are submitted and all <br />necessary DRMS and BLM approvals are granted. <br />Initial tests indicate ablation has the ability to improve the economics and lessen potential <br />environmental impacts of sandstone hosted deposits found in the Uravan Mineral Belt. As you <br />are aware, any progress on the objectives of this permit has been prevented by the absence of an <br />economic buy schedule from an uranium and vanadium mill, inclusive of both the current market <br />conditions for these minerals and the delay by the State of Colorado in final licensing of the <br />proposed Pinon Ridge Mill, has prevented moving forward on this permit. Ablation holds promise <br />that these obstacles can be overcome. <br />Nuvemco believes both the current conditions and the results of its regular inspections <br />demonstrate the existing plan of operations continues to be adequate for this proposed <br />operation, inclusive of storm water permit requirements, signage, provisions for the movement of <br />ore at night with scout vehicles, these regular inspections and the like.
