At this time the parking lot has been approved in <br />the permit to remain as a permanent feature. A revision to the permit will be needed for EFCI to <br />reclaim the parking lot. The Vento Group will need to notify EFCI of this request. As I have noted <br />before, a letter with signatures of all the Vento Group would need to be sent to the operator. <br /> <br />The Division concurs that the vegetation on the reclaimed waterline path is not well established. The <br />Division has discussed this concern with EFCI. <br /> <br />12. What is the requirement for pillars remaining and are there more under the refuse pile to account for <br />the weight? <br />DRMS response: The Division has previously directed you to look at the refuse pile designs found in <br />the permit. The geotechnical stability analysis is found in Exhibit 18 of the permit. All coal refuse piles <br />are designed, constructed and inspected in accordance with Rule 4.10. Map 17 shows the mine plan. <br />The approved mine plan map shows the location that pillars were mined as well as locations that pillars <br />remain. <br /> <br />13.
