NECC — Map 2.05.3 -7 Culverts and Ditches, was received by the Division on June 12th, 2013.
DRMS — Map 2.053-7 shows the entire disturbed area. It has culverts marked and labeled C -1
through C -19. An inset table shows the diameter of the culvert and the maximum drainage
basin area approved for that size of culvert. The map also shows culverts that are not the
responsibility of NECC (they are labeled "XTO "). Additionally the map shows drainage ditches
and the direction in which the flow. Ditches are labeled D -1 through D -20. The format of the
map is acceptable; however several issues remain to be clarified:
a. C -13 is not shown on the map
b. The data for C -13 in the table on the map is inconsistent with the data in table 2.053-
IA
c. Culverts C -14 through C -18 are all listed as 10" diameter, with a maximum drainage
basin of 3.75 acres. Since culverts of this diameter are not discussed in table 2.053 -1A,
please explain how the figure of 3.75 acres was determined
d. The table shows the maximum drainage area that is approved for a culvert of a given
diameter. Is there another map, table or section of the permit that breaks the disturbed
area into sub - basins or that shows the areas draining to a specific culvert or ditch?
e. The ditch labels allow ditches to be identified on this map; are the same labels used
elsewhere in the permit?
10. Topsoil substitute. This issue has been resolved.
11. Implementation of contour furrows or straw bale dikes in accordance with approved
reclamation plan. This issue has been resolved.
12. Shrub transplants. This issue has been resolved.
13. Reclamation cost estimate. This issue has been resolved.
The proposed decision due date for RN-31 is July 31, 2013.
Sincerely,
Leigh Simmons.
Environmental Protection Specialist
leigh.simmonsLd)state.co.us
