Mr. Michael Cunningham <br />CDRMS <br />July 16, 2013 <br />UMC commits to notifying the Division upon selection of our contractor, and providing a <br />resume of their experience prior to commencing with the installation of the liner. It is our <br />understanding that there will be a 30 -45 day lead time for the delivery of the liner and <br />leak detection materials. Upon our ordering of the materials, UMC will notify the Division <br />of our contractor selection, thus allowing maximum time for the Division to review the <br />contractor's credentials. <br />7. The manufacturer calls for placing a cover layer at a minimum depth of 1ft over the GCL <br />to eliminate the potential of seam separation. The Applicant has stated water will be <br />added to the TSF to act as a weight until such time as the mill becomes operational. <br />Please specify how much water will be placed in the TSF and also specify when water <br />will be added to the TSF. <br />Response: The specification referenced is for the installation of a stand -alone CGL liner <br />with no other cover liner. The minimum 1ft cover specified by the manufacturer is to <br />essentially protect the GCL liner from erosion and equipment. There will be no <br />equipment on the liner after its installation and the GCL will be protected by the leak <br />detection system and polypropylene liner all of which will be simultaneously installed. <br />The water in the TSF is placed for ballast to protect the liner installation from wind and <br />potential unrestrained hydration of the GCL from below. Ballast tubes and /or sandbags, <br />as needed will be placed on the embankment slope to protect the sides for the liner. <br />The amount of water required to provide an average 1ft of depth is based upon the; <br />bottom area of the TSF (about 16,100ft2), 2:1 inside embankment slope, and 1% grade <br />of the TSF bottom. Given these criteria, roughly 130,000 gallons of water (--540 tons) <br />will be required. The water will be purchased from Parkview Water District, per our <br />operating plan and will be delivered by truck. Approximately 27 truckloads of water will <br />be required. The water will be placed in the TSF upon completion and final inspection of <br />the liner. <br />Once production commences, this water will be used in our milling process and will be <br />reclaimed from the TSF by a pump, which is part of our process plant designed reclaim <br />system.
