South Taylor Fill Inspection Certification <br />On June 25, 2013, 1 inspected the area in which the South Taylor Excess Spoil Fill is being <br />constructed. This report covers activities associated with both the East Taylor Fill and the West <br />Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this <br />inspection was to observe status of the fill placement. This inspection is necessary to satisfy <br />the requirements of CDRMS Rule 4.09. 10 (1 a) and Rule 4.09.1 (1 b). Weather conditions were <br />warm and sunny. <br />West Taylor Fill with A -A' and BIB Underdrain Area Fill placement continues. The toe is <br />filled and sloped to the 7800 elevation and rip rap placement has begun on both the West <br />Taylor West Trib and West Taylor East Trib channels. Dumping on the 7850 bench has been <br />completed and fill placement continues on the upper benches. <br />Flows through the drain continue to contribute inflow to the West Taylor pond. During the prior <br />year, the monitoring piezometer was drilled and completed. The current water level reading of <br />223.0 feet was obtained. The toe of the fill below the piezometer location has been topsoiled <br />and seeded. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. The 8000 bench and all higher benches were inactive during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />I am a Registered Professional Engineer in the State of Colorado and a representative of <br />Environmental Solutions, Inc, P. O. Box 2996, Cheyenne, Wyoming.
