PERMIT #: M- 2004 -009 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: June 26, 2013 <br />OBSERVATIONS <br />This was an acreage reduction inspection conducted by Eric Scott representing DRMS for the Turnpike Mining <br />Resource site. DRMS met Asphalt Specialties representative Rob Laird at the site entrance at approximately <br />09:30 and conducted a full site tour with him. <br />DRMS recently approved AM02 for this permit which changed the mining and reclamation plans and modified <br />the post mining land use to accommodate a waste water treatment plant (WWTP) with a clay lined reservoir <br />built by /for the City of Erie on this site. With the approval of AM02 in March of 2013, Asphalt Specialties <br />subsequently requested the release of approximately 75 acres from the permit area on May 6, 2013. This area <br />includes the SEO approved clay lined reservoir, the WWTP, and an 11.6 acre parcel containing a "trout pond" <br />in the NW corner of the permit area that had never been mined /disturbed under the current permit. The SEO <br />agreed to the release of the trout pond area because the exposed groundwater had been covered by a previous <br />augmentation agreement with the District 6 Water Users Association. DRMS will approve the release of the <br />specified 75 acres from the remaining permitted area. This acreage reduction will be final when the 30 day <br />appeal period (30 days from June 26, 2013) has expired. Please make sure the new permit boundary is used in <br />all future communications and submittals to the Division. <br />Outside of the 75acres to be released under this acreage reduction, much of the area surrounding the WWTP <br />and associated reservoir still requires final reclamation and revegetation. During this inspection, John Mays, the <br />WWTP operator for the Town of Erie, approached and informed DRMS that they concurred with the release of <br />the 75 acres specified at this time. He also stated that the Town of Erie has a contractual agreement with <br />Asphalt Specialties which requires that the remaining reclamation on the areas surrounding the reservoir and <br />WTTP be completed by the end March of 2014.
