15. to 19. Map questions.
NECC response:
Autocad map files are being updating and will come under separate cover.
20. All holes, wells, etc. in one table.
NECC Response:
Drill holes, completed for a variety of reasons, have been approved and developed
over the greater New Elk area since the mine was initially developed in the early
195O's. These holes served numerous purposes including, but not limited to, coal
exploration, slurry wells, geologic holes, geotechnical holes, well testing and
water monitoring. These holes were developed over time by the operator,
consultants, and others with no stated objective or attempt to consolidate in one
specific location, or table in the permit application. NECC does not believe one
table is required, although we understand that this might be desirable.
Consolidation would require removal and/or relocation of previous information to
prevent having the same information in multiple locations in the permit. NECC
has endeavored to reference tabulated information in text narrative when
discussing the various drill holes and other openings. At this time, due to other
pressing matters, NECC would like to defer this request until such time that the
resources can be directed toward resolving this issue.
21. to 23. Map and on- the - ground issues.
NECC Response:
NECC will submit map corrections under separate cover. Field items are being
addressed and results can be verified in part via Division field inspection.
24a. Drainage design for SAE off the east side of the cell tower.
NECC Response:
NECC believes that drainage designs previously approved for drill pads (Exhibit
19(20)) and other small, isolated disturbances are adequate and appropriate for
this SAE area. NECC will use straw bales and berms in combination to control
any runoff from this small area.
24(b) to 24(f). Map questions and updates
NECC Response:
NECC will submit map corrections under separate cover.
25.
