Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> Y -Processing Waste R - Topsoil <br /> COMMENTS <br /> This was a complete inspection of the McClane Canyon Mine conducted on June 20,2013 by Mike Boulay of the <br /> Division of Reclamation,Mining, and Safety(DRMS). Randy Swiney Maintenance Director of McClane Canyon <br /> Mining (MCM)was at the mine office and I spoke with him prior to the inspection. Chuck Silengo and Jim <br /> Riddle were underground in the mine at the time of the inspection. Apparently some coal sloughage from the ribs <br /> in the southern section of the mine had occurred. MCM personnel were underground to inspect that portion of the <br /> mine. No operator representative was available to accompany me during the inspection. McClane Canyon Mine <br /> is currently an inactive underground coal mining operation and is in temporary cessation. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The availability of records was checked at J.E. Stover&Associates office on the afternoon of 6/21 the day <br /> following the on-site inspection. The records files are retained and updated by J.E. Stover&Associates. All <br /> required records were available for review and no problems were noted with the records check. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Weather conditions were sunny and warm and ground conditions were dry. East Salt Creek had very little flow. <br /> Drainage structures and diversion culverts in the portal area were clear of debris and functional. The catchment <br /> basins for the large diversions at the upper end of the portals area were all dry and well maintained. The mine was <br /> discharging water during the inspection. The mine discharge point to a diversion culvert is located on the north <br /> side of the portals area(see attached Photograph No. 1). The sediment pond was containing a very small amount <br /> of muddy water at a level of about 3-4 feet below the spillway(Photograph No. 2). The silt fences located on the <br /> northeast side of the access road bridge and at the entrance to the road accessing the subsoil and topsoil pile <br /> locations were properly keyed in and appeared functional.
