Scott, Environmental Protection Specialist
CC: Division 1 Office, District 6 Water Commissioner
FROM: Sarah Brucker, P.E. RECEIVED
RE: Turnpike Mining Resource, File No. M- 2004` -'009
Operator: Asphalt Specialties Co., Inc. JUN n 6 ?011
Contact: Rob Laird, (303) 289 -8555
Section 31, Twp 2 North, Rng 68 West, 6th P.M., Weld County DIVISION OF RECLAMATION
MIME AND WFTY
COMMENTS: The operator has requested a partial acreage release for two areas totaling approximately 75 acres.
Mining has been completed in both areas. No decrease in bonding is being requested.
The first area is 63.55 acres containing a fully completed wastewater treatment plant (12.23 acres) and water
storage reservoir (51.32 acres) operated by the Town of Erie. The water storage reservoir (WDID 0603010) has
been lined with a compacted clay liner and the liner was approved by the Division Engineer in a letter dated August
6, 2012. Reclamation around the reservoir is still needed in the form of final grading, topsoiling, and revegetation.
The wastewater treatment plant area has been fully backfilled and revegetated. These areas are requested to be
removed from the permitted area because they have no relation with the mining operation.
The second area is 11.6 acres that have been fully reclaimed to include a small trout pond and mature vegetation
surrounding the pond. It is the understanding of this office that an augmentation plan executed with the District 6
Water Users Association currently replaces depletions resulting from evaporation from the trout pond.
This office has no objection to the reclamation permit partial acreage release request. The applicant may contact
the State Engineer's Office with any questions.
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 -866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
