Baseline environmental quality data including vegetation, soils, surface water, and ground water <br />was collected, evaluated, and summarized in this document. In addition, cultural and historical <br />features, surface ownership, coal ownership, wildlife, and land use was evaluated and <br />summarized in the permit revision application. Permits for discharge of surface water from the <br />Collom Mining Area, air quality emissions, blasting activities, wetlands disturbance and <br />reclamation, installation and maintenance of groundwater monitoring wells, and weights and <br />measures are being pursued as part of this application. <br />This permit revision document is intended to present information relevant to the expansion area <br />and does not include information regarding the existing mining area. Sections of the existing <br />permit that present general information applicable to the expansion area were not changed and <br />therefore are not included in this document. Those sections were however- referred to where <br />appropriate within the submittal. <br />Colowyo has been mining for over 31 years and current evidence documents that Colowyo's <br />mining and reclamation plan, and associated design criteria are functioning in compliance with <br />the rules of the Colorado Division Reclamation, Mining and Safety — Mined Land Reclamation <br />Division (the Division). The extension of the mining and reclamation plan into adjacent areas are <br />anticipated to meet with a similar high degree of success. <br />The Division has been provided significant information regarding Colowyo's current operation <br />through the initial and subsequent permit applications, permit renewals, and site visits. In <br />addition, the Division has been presented information regarding the proposed permit boundary <br />expansion area during on -site meetings, and correspondence.
