Salinity Parameters In order to obtain an indication of the quantity of Salinity, measured az total dissolved solids (TDS), being discharged from the site the permittee shall monitor the waztewater efluent at the following frequencies: Outfalls Freauencv Samole Tvoe 007, 009, OIQ, 012, 013, 014, 015, 016, 017 and 019 Quarterly Grab Self-monitoring samples taken in compliance with [he monitoring requirements specified above shall be taken at those locations listed in Part I.B.1. Where, based on a minimum of 5 samples, the permittee demonstrates to the satisfaction of the Division that the level of total dissolved solids (TDS) in the et?luent can be calculated based upon the level of electrical conductivity, the permittee may measure and report TDS in terms of electrical conductivity. 3. Special Monitorine a. Twelve Time Analysis-Outfa11015 In order to determine the quality of water discharged at this facility, the permittee is required to perfoan a twelve time analysis for the following parameters at outfal- 015. The first sampling shall occur during the fast month after the peratit becomes effective, or when discharge commences, and sampling shall continue for the next eleven consecutive months. If no discharge occurs during the month, sampling shall resume when discharge resumes and continue until twelve samples have been collected and analyzed using approved methods with method detection limits as low or lower than those specified in Part I.E.3. of the permit. A summary report in the form of a letter shall be submitted to the Permits Unit by September 30, of each year, until this sampling is completed. This report shall include all individual sample results collected over the twelve month period. If sampling is incomplete because no discharge occurred during part or all of the period, this shall be noted in the report. If sampling has not yet been completed by this date, this twelve time analysis requirement shall continue until twelve samples have been collected and analyzed and the results have been submitted to the Permits Unit. Outfall Parameters 015 total recoverable (TR) arsenic, potentially dissolved (PD) cadmium, PD copper, TR trivalent chromium, dissolved iron, TR iron, dissolved manganese, total mercury, PD nickel, PD selenium, PD silver, and PD zinc If the monitoring shows that there is a reasonable potential for any of these parameters to cause exceedence of the applicable water qualiTy standards, the permit maybe reopened to add limits and/or monitoring subject to public notice requirements. A. DEFINITIONS OF TERMS 1. "Acute Toxicity' means there shall be no acute toxicity in the effluent from this discharge point. The acute toxicity limitation is exceeded if 1) a statistically significant difference in mortality (at the 95%confidence level) is observed for either species between the connol and any dilution less that or equal to the identified IWC or 2) a species mortality in any dilution of efflaent (including 100% effluent) exceeds 50%. 2. "Composite" sample is a minimum of four (4) grab samples collected at equally spaced two (2) hour intervals and proportioned according to flow. 3. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides measurements. 4. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendaz month. Any instantaneous value beyond the noted daily maximum limitation for the indicated parameter shall be considered a violation of this permit.
