S*17Y <br />Dear Mr. Bowles, <br />The purpose of this letter is to request Technical Revision No. 74 to the Oxbow Mining LLC <br />(OMLLC) Permit No. C- 1981 -022. This TR provides for the modification of the PAP for the <br />gob vent borehole plan for the COC -70615 East Lease area, Panels 23, 24 and 25. Panels 26 and <br />27 will be added at some future date when the anticipated COC -70615 Lease Tract #2 <br />modification is approved by the USFS and BLM. <br />All of the proposed GVB locations will occur on surface managed by the BLM. <br />The additional sites are shown on the attached Drawing 2.05 -M1, Sheet 6 of 6, "General <br />Facilities, Gob Vent Boreholes." In addition we are submitting revised Exhibit 2.04 -E3, Item 9 — <br />Methane Drainage Well Information. <br />Site Construction, Operation and Reclamation <br />The project will be very similar to that which had previously taken place for current borehole <br />sites. Overall, the sites will be accessed via the preexisting Elk Creek canyon ranch road, through <br />the Mine facilities area, or the preexisting "Coal Bank" road used to access the previous Sanborn <br />Creek Mine GVB's. New light use road segments will be constructed using sidecast <br />construction techniques, cutting and filling as needed to achieve a typical road width of about 10 <br />- 16 feet. Most of the proposed temporary roads were already constructed for previous coal <br />exploration programs, then later reclaimed, seeded and subsequently fully released of State and <br />Federal reclamation bonds. Much of the road construction will simply re -cut the road into the <br />prior disturbance. <br />• Page 1 <br />
