Pineda <br />Director <br />Weston, CO 81091 <br />Re: Lorencito Canyon Mine (Permit No. C- 1996 -084) <br />Technical Revision No. 18, (TR18) <br />Initial Adequacy Review <br />Dear Mr. Thompson: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has completed a <br />preliminary adequacy review of the material submitted for Technical Revision no. 18 (TR18) by the <br />New Elk Coal Company, LLC (NECC) for the Lorencito Canyon mine. <br />TR18 proposes to reduce the permit area by 2,758 acres, from 3,142 acres to 384 acres. The <br />proposed reduced permit area will contain the entire 129.3 acres disturbed during the active operation of <br />the mine, and will conform more closely to that disturbed area. No new disturbance is proposed. Based <br />on the preliminary adequacy review, the Division has the following questions and comments: <br />Rule 2.03.6(l) requires that "Each application shall contain a complete and detailed legal <br />description of the proposed permit houndarv... " Currently this rule is satisfied by a metes and <br />bounds description of the existing permit boundary in Exhibit 2 of the Permit Application <br />Packet (PAP). Pages should be added to Exhibit 2 to describe the proposed permit boundary; <br />NECC may choose to use a series of GPS co- ordinates, and the distances between the points, as <br />an alternative to a traditional metes and bounds description. <br />2. Rule 2.10 refers to the maps required. As discussed previously, it will be sufficient for NECC to <br />provide one map with the new permit boundary (Map 2.05.3 -1) as long as all other maps <br />showing a permit boundary are labeled to refer to the updated sheet. Map labels were not <br />included in the most recent submission from NECC. <br />3. The Reclamation Cost Estimate contains a task (# 65) to "Plug and Seal Drill Hole and <br />Monitoring Wells ". The task description lists one 8" hole, nine 6" holes and seventeen 4" holes <br />to be plugged and sealed. Since many of these holes, as identified on Map 2.04.7 -1, lie a long <br />way from the proposed permit area the Division requests that NECC provide an update on the <br />reclamation status of each hole, together with any pertinent information about the site and the <br />access. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
