Everist Combined SWSP Amendment 1 <br />Page 6 of 9 <br />May 28, 2013 <br />At times when the Lupton Bottom Ditch pro -rata share deliveries are in excess of the credits <br />needed for this SWSP, the Applicant request the ability to book over augmentation station deliveries into <br />Swingle North or, once approved, Meadows West. Similar to the use of irrigation ditch credits for direct <br />replacement, the book over of irrigation ditch credits into storage will include the prorated return flows as <br />additional replacement obligations in the SWSP accounting. <br />South Platte River— 07CW25 Conditional Storage Rights <br />Campbell's C -Ment Contracting, Inc. d /b /a Suburban Sand and Gravel filed an application in case no. <br />07CW25 for Campbell West and East Reservoirs. L.G. Everist now owns this property and water rights at <br />the Fort Lupton Site. L.G. Everist now refers to the Campbell West and East Reservoirs as Meadows West <br />and Lupton Meadows, respectively. Upon the construction and approval of a diversion station able to pump <br />water pursuant to the 07CW25 water rights from the South Platte River, the Applicant plans to divert their <br />07CW25 water for storage when in priority. The conditional water rights of 07CW25 are specific to "storage <br />for later release for augmentation and replacement purposes to offset out -of- priority depletions resulting <br />from Applicant's Gravel Pit [M- 2002 -104] operations ... [and] for industrial purposes associated with <br />operations at [M- 2002 - 104]." The Applicant wishes to use this water for augmentation purposes for <br />depletions associated with this SWSP, and they plan to modify 07CW25 as such. Until 07CW25 is modified <br />to allow uses at Applicant's other gravel pits, water cannot be diverted under the 07CW25 water right. <br />Winter Replacement <br />Winter replacement will be made from the Rinn Valley Phase 3 Reservoir when there is no South <br />Platte River call between the Ft. Lupton and Lupton Meadows Pits and the confluence of the South Plate <br />River with the Saint Vrain Creek. Releases from this reservoir to cover the South Platte Pits will account for <br />the transit losses to the South Platte River of approximately 2.75 percent based on about 11 river miles from <br />the reservoir releases to the Saint Vrain Creek down to the confluence with the South Platte River times <br />0.25,percent winter transit loss per mile. <br />During times a winter call on the reach of the South Platte (i.e., the Milton Reservoir storage right at <br />the Platte Valley Canal Headgate), replacement supplies will be from L.G. Everist Laramie Fox Hills wells. <br />The nontributary Laramie -Fox Hills aquifer water will be withdrawn by existing wells pursuant to permit nos. <br />66271 -F, 66273 -F and 66274 -F. The wells are currently permitted for industrial, commercial and <br />augmentation use and are allowed a combined average annual withdrawal of 73.1 acre -feet and a pumping <br />rate of 150 gpm. The wells are further described in the following Table F. The Applicant's accounting <br />includes the 2% relinquishment requirement for the nontributary Laramie -Fox Hills water. <br />TABLE F — L.G.
