The original
plan was approved on May 20, 2002 and it was most recently approved in a letter dated March
22, 2012. The required fee of $257 for the renewal of this SWSP has been submitted (receipt
number 3657285).
Plan Operation
This SWSP covers depletions caused by sand and gravel mining operations at the GSL
Sand and Gravel Mine. Mining operations stopped in November 2011 and the pit has since filled
creating a 26.70 acre pond. Therefore the entire water surface area is considered to be ground
water as the existing liner is no longer functional due to leaks in two locations.
The previous SWSP anticipated only 15 acres of exposed ground water. The Division
office became aware that actual exposed area was larger than 15 acres and on August 21,
2012 sent a Show Cause Order requiring the exposed surface area be re- evaluated. In
response to that Show Cause Order, the Applicant caused a survey of the site to be performed.
An exhibit dated September 11, 2012 shows a 26.7 acre ground water pond. Adequate records
were not kept by the operator to know with certainty when the pond filled to the full 26.7 acres
as was observed in August 2012. To be conservative this WY 2013 SWSP analyzes the
evaporative lagged depletions based on the an assumption that the 26.7 acre ground water
pond came into existence starting February 2012, the same month the WY 2012 SWSP
projected the pit would stop filling and be at 15 acres. This SWSP does not authorize nor cover
any other water use including dust control operations.
Depletions
The depletions that result from the past mining operation at the site consist of
evaporation from exposed surface area, water used for dust suppression, water removed in the
mined product, water lost in dewatering and pit filling operations. Other than evaporation no new
'Office of the State Engineer
1313 Sherman Street, Suite 818 - Denver, CO 80203 - Phone: 303 -866 -3581 - Fax: 303 - 866 -3589
www.water.state.co.us
