DIVISION OF RECLAMATION, MINING AND SAFETY <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, Colorado 60203 <br />Phone: (303) 866 -3567 <br />FAX: (303) 832 -8106 <br />February 24, 2009 <br />STATE OF COLORADO <br />COLORADO <br />D I V I S I O N OF <br />RECLAMATION <br />MINING <br />SAFETY <br />Dear Mr. Joel <br />To fulfill the requirements of Technical Revision # 6, for permit # M- 1977 -344, Portland Cement quarry and <br />plant, ground water monitoring plan, the Division sets the following monitoring and compliance wells. <br />The site is located in Fremont County, North side of the Arkansas River. Groundwater flows in the area in a <br />southerly direction towards the river. <br />Holcim will sample MW -7 WELL Compliance well, annually for the following parameters. <br />Total Dissolved Solids <br />Sulfate (SO4) <br />Potassium (K) <br />Sodium (Na) <br />Iron (Fe) <br />Manganese (Mn) <br />(TDS) 3,918 MG /L <br />2,080 MG /L <br />17 MG /L <br />226 MG /L <br />4.5 MG /L <br />0.88 MG /L <br />In addition Holcium will drill in April 2009, compliance well MW -13 near the entrance to the quarry and <br />will provide five quarters of data, so the Division will determine the appropriate parameters for the well. and <br />set compliance parameters. In addition to MW -7, Holcim will also monitor MW -12, as a background well <br />and provide the same parameters as MW -7 on an annual basis. When two consecutive parameters are <br />exceeded more than 10 %, during the reporting year for compliance well MV -7, Holcim will increase the <br />frequency of monitoring to bi- yearly.
