The Applicant has stated the Division will be notified if a leak is detected in the composite <br />liner. Please commit to notifying the Division in writing within 48 hours of detecting a leak. <br />5. The proposed leak detection system appears to cover less surface area of the GCL than the <br />currently approved leak detection system. Will the proposed leak detection system be <br />installed in strips, or will the entire surface of the GCL be covered by the leak detection <br />system? <br />6. According to the manufacturer's recommendations the liner material contractor must have <br />prior experience installing GCL's. Please confirm that the liner material contractor has prior <br />experience installing GCL's and briefly describe this experience. <br />7. The manufacturer calls for placing a cover layer at a minimum depth of 1 ft over the GCL to <br />eliminate the potential for seam separation. The Applicant has stated water will be added to <br />the TSF to act as a weight until such time as the mill becomes operational. Please specify <br />how much water will be placed in the TSF and also specify when water will be added to the <br />TSF. <br />As previously mentioned, if you are unable to provide satisfactory responses to any inadequacies <br />prior to June 17, 2013, it will be your responsibility to request an extension of time to allow <br />for continued review of this Technical Revision.
