Specifically, the Inspection Report requires Cottonwood <br />to implement an approved weed control plan and to provide proof to the Division that this has <br />been done and, to demonstrate that the operation is in compliance with the Office of the State <br />Engineer (SEO) regarding augmentation requirements related to ground water exposed as a result <br />of sand and gravel mining at the East Rigden Pit. <br />Enclosed please find a weed control plan prepared by Prime Vegetation Management for <br />East Rigden. Implementation of the plan began this week with the mowing of weeds, including <br />salt cedar on the south side of the railroad tracks. Other weed control measures described in the <br />plan will be implemented throughout the year. <br />Regarding augmentation, when Lafarge actively mined and processed sand and gravel at <br />the East Rigden Pit, it was covered under an umbrella Substitute Water Supply Plan (SWSP) <br />prepared by the Applegate Group, Inc. for Lafarge and approved by the SEO. Transmitted with <br />this letter is the SEO's approval letter dated May 17, 2011 for Lafarge's Middle Poudre <br />Combined SWSP which included the East Rigden Pit. Among other things, the SEO's approval <br />letter describes the total number of pre 1981 exposed water surface acres (25) at the East Rigden <br />pit. Prior to final approval of the enclosed SWSP the SEO requested that Cottonwood indicate <br />the post reclamation location of the 25 acres of pre 1981 augmentation credits at East Rigden <br />(see enclosed Google Aerial and email exchange with the SEO).
