The TSF facility, as a 110(2) permit, is scheduled for 2 phases of development within the existing 4.6 acre
<br />TSF area. The TSF 4.6 acre area is shown on Exhibit TSF -01 and the TSF is located within the black line
<br />polygon area south of the mill. The Phase 1 TSF is shown on Exhibit TSF -02 and the Phase 1 facility
<br />cross - section is shown on Exhibit TSF -04. The Phase 2 TSF is shown on Exhibit TSF -03 and the Phase 2
<br />facility cross - sections are shown on Exhibit TSF -04.
<br />The facility is a cut and fill structure, with Phase 1 requiring about 4,500 yd' of fill from the existing TSF
<br />OB stockpile east of the existing pond. The 4,500 yd' is the excess cut material stockpiled from the
<br />original TSF construction. This material is incorporated into the cut and fill balance for the new TSF
<br />construction. Table C -13 presents the cut and fill balance for the Phase 1 and Phase 2 structures. The net
<br />working capacity of Phase I is 54,000 st and Phase 2 is 37,000 st. The total pond capacity of Phase 1 is
<br />22.4 ac -ft and Phase 2 is 15.4 ac -ft. Phase 3 is 4 each 5 ft lifts on the combined Phase 1 & 2 ponds,
<br />merging the ponds into one pond. Final total net working TSF capacity within the 4.6 acres is estimated
<br />at 210,000 st tails at 90% solids. Additional expansion requires increasing the disturbance area beyond
<br />the 10 acre 110 permit maximum disturbance and the conversion from a 110(2) permit to a 112 permit.
