Data collection was conducted by mapping observed artifacts, artifact concentrations,
and features using a Trimble Geo XT unit in conjunction with USGS quadrangle maps that
incorporated a 1000m grid. Photographs were taken at each site that included general views
and photographs of specific artifacts and features when warranted. Field notes were taken.
including descriptions of the cultural manifestations. vegetation, and soils. field notes and
photo negatives are on file at Grand River Institute, while the photographs have been submitted
to the BLM -UFO. No artifacts were collected.
CULTURAL RESOURCES STUDY FINDINGS
This portion of the report presents a discussion of site significance evaluation and
provides a general description of the revisited and newly- recorded sites. The field conditions
were poor. Dense vegetation and steep slopes made the survey difficult, however. as expected.,
cultural resources were encountered. The files search identified one previously recorded site
(5DT88) within the inventory area. It was reevaluated. In addition. a new segment of a
previously recorded aqueduct. 5DT 1795.2 was documented and three sites ( 5DT 1824.
5DT1825.1.. and 5DT1826.1) were newly recorded. Detailed information for the resources is
provided in Appendix A: Cultural Resources Location Data and OAHP Site Forms. The UTM
data for the cultural resources is found in Table A -1. Figure A -I in that appendix is a map that
shows the cultural resources in relation to the project area.
Site Significance
The National I listoric Preservation Act of 1966 (NHPA) directs federal agencies to
ensure that federally- initiated or authorized actions do not inadvertently disturb or destroy
significant cultural resource values. Significance is a quality of cultural resource properties
that qualifies them for inclusion in the National Register of Historic Places (NRl IP). The
statements of significance included in this report are field assessments to support
recommendations to the Office of Surface dining (OSM) and State Historic Preservation
Officer (SI IPO). The final determination of site significance is made by the OSM in
consultation with the SHPO and the Keeper of the Register.
The Code of Federal Regulations was used as a guide for the in -field site evaluations.
Titles 36 CFR 50.36 CFR 800, and 36 CFR 64 are concerned with the concepts of significance
and (possible) historic value of cultural resources. 'Titles 3)6 CFR 65 and 36 CFR 66 provide
standards for the conduct of significant and scientific data recovery activities. Finally. Title 36
CFR 60.6 establishes the measure of significance that is critical to the determination of a site's
NRHP eligibility, which is used to assess a site's research potential:
The quality of significance in American history. architecture. archaeology. and
culture is present in districts, sites. buildings, structures, and objects of State and
local importance that possess integrity of location, design. setting, materials.
ME
