MANAGEMENT <br />On behalf of Snowcap Coal Company, Inc., we are submitting the enclosed <br />"2011 & 2012 Phase III Bond Release Evaluation -Years 1 & 2" report prepared <br />by Cedar Creek Associates, Inc. of Fort Collins, Colorado. This report will <br />become a part of Snowcap's 2012 Annual Reclamation Report, which was <br />submitted on January 28, 2013. <br />The field work for this report was performed on June 6th — 9th 2011, and May 29th <br />— June 2 "d, 2012. Sampling was conducted as follows: All revegetated areas <br />evaluated for this report were separated into two primary sampling units based <br />on the two reference areas used for comparison, as per TR -60. All areas to be <br />compared to the Greasewood Reference Area (6 units) were treated as a single <br />combined unit and systematically sampled. The same procedure was utilized for <br />all areas to be compared with the Shadscale Reference Area (33 units). At the <br />time of sampling, revegetation within evaluated units had experienced at least <br />ten growing seasons since the completion of seeding or reseeding.
