Doc Date:12/11/2001 III IIIIIIIIIIIII III <br />S~C 4.03 ROADS <br />The Southfield mine and loadout areas are accessed by existing Fremont County <br />Roads No. 92, No. 15, and No. 79. County Road No. 92 provides access to the <br />mine facilities area and terminates at the nearby abandoned Vento Mine. County <br />Road No. 15 traverses the mine permit area from northeast to southwest. This <br />road provides access to the City of Florence's diversion on Newlin Creek but is not <br />utilized for and will not be impacted by mining and related activities. County Road <br />No. 79 intersects the loadout area dividing it into an eastern and a western <br />segment and providing access to both loadout areas. In addition to the County <br />roads, which provide primary access to the Southfield Operations, there is one haul <br />road and several light-use roads as described in the following sections. Mine and <br />loadout roads are also discussed in Section 2.05.3, Operations Plan -Permit Area, <br />under the subtitle, "Mine Facilities". <br />There are no haul roads used for the transportation of coal within the Southfield <br />mine or loadout areas. Coal is loaded into highway haulage trucks within the open <br />• mine area yard which extends to County Road 92. At the loadout, trucks enter a <br />similar open yard directly from County Road 79, and dump the coal in temporary <br />stockpiles within the yard area. <br />4.03.1 Haul Roads <br />EFCI utilizes only one existing haul road which extends from County Road 92 to <br />the permanent coal refuse stockpile. The haul road has been designed, <br />constructed, and is maintained in compliance with applicable regulatory <br />requirements. <br />The existing haul road is located on lands within the permit area which EFCI <br />controls. The location and horizontal alignment of the haul road is shown on the <br />Haul and Light Use Roads Map, (Map 19).
