Response to DRMS Adequacy Review (1) -Cotter SR -11 Mine Reclamation Plan Amendment <br />Cotter Corporation (N. S.L.) (Cotter) submits this response to the February 4, 2013, letter from <br />Stephanie Reigh, Division of Reclamation, Mining and Safety ( "DRMS "), to Glen Williams, <br />Cotter. The DRMS' comments are in italics and Cotter's responses are in bold. <br />Exhibit A <br />1. The application form, introduction of the application and Exhibit A state that a reduction <br />of 2 acres will be released as part of this amendment. Per Rule 4.17(3), written notice <br />requesting release shall be sent by certified mail and be separate from other types of <br />communication. Therefore the release request cannot be considered at this time and the <br />proposed permit acreage is 13.30 acres. <br />Cotter will submit a separate request for the release of the reclaimed acreage <br />at a later time. A revised Exhibit A, introduction of the application and <br />pages 1, 5, 7, and 8 of the application form are included in Attachment 1. <br />Exhibit C <br />2. Due to acreage release not being associated with this amendment please provide a <br />revised Figure C4 2 of 2 that show the entire permit area at 13.30 acres. <br />There have been no acreage changes made to the area shown in Figure C4 (2 <br />of 2). The acreage that Cotter was requesting to release is located north of <br />the main permitted area (Ike No. l) and is shown on Figure C1 (1 of 2) and <br />C3 (1 of 2). These figures have been modified to include this area in the <br />current permitted boundary and are included as Attachment 2. <br />Exhibit D <br />3. Addressing Rule 64.4(e)(ii), on Page D -4 under item a, the exhibit does not clearly state <br />how the waste rock will be stockpiled or at what grade. Please provide the Division with <br />more information outlining the sequence in which each stage or phase of the operation <br />will be carried out. <br />
