Response to DRMS Adequacy Review (1) — Cotter JD -9 Mine Reclamation Plan Amendment <br />shall be established as part of this amendment process. Please conduct a radiometric <br />survey of the affected area and submit the results to the Division along with an <br />evaluation of the expected effectiveness of the proposed EPP, which specifically <br />addresses the risks, from uranium, uranium byproducts, and any other radionuclides <br />expected to be encountered during this operation, to human health, property and the <br />environment. <br />A radiometric survey of the JD-9 mining site has been completed and is included <br />as Attachment 8. The EPP has addressed the risks to the property, human <br />health and the environment from uranium related constituents. SPLP tests <br />conducted on waste rock samples and discussed in Section 14 of the EPP showed <br />that acid mine drainage was not an issue at the site. An analysis of the chemistry <br />presented in Section 6.1.1 explained that there are no acid forming properties <br />based on the chemical composition of uranium bearing minerals and the alkaline <br />nature of the ore bearing sandstones. Geochemistry discussed in Section 14 <br />shows the limited transport characteristics of uranium related constituents. <br />Hydraulic conductivity values (Section 8.3.3) for rock formations in the area <br />indicate that the rocks act as aquitards-- effectively restricting the movement of <br />water and uranium related constituents. Numerical modeling provided in <br />Appendix H confirms the mining site poses no significant threat to the <br />environment. <br />Finally, surface water containment structures discussed in Appendix III are <br />intended to minimize off -site run on or the transport of surface material from <br />the site during the operation of the mine. <br />20. Please provide 2 copies of Map C -2C. <br />Cotter will submit an engineering plan certified by a licensed professional <br />engineer that includes details of the path of water through the treatment process <br />before active mining commences. <br />2 <br />
